Former military president of Nigeria, General Ibrahim Babaginda has joined the endless list of dignitaries across the globe to congratulate the Honourary consul to Edo and Delta State of Nigeria , His excellency Sir, Chief Doctor Gabriel Osawaru Igbinedion, Esama Benin on his ninetieth birthday.
